She is an attorney/Judicial Advisor to the Tribal Court of the Seminole Tribe of Florida and is an Associate Judge for the Little River Band of Ottawa Indians. Caroline's work focuses primarily on housing, human rights, children, firearms, and criminal justice focused within the gender-based violence framework. She serves on the American Bar Associations Victim’s Rights Task Force, co-chairs the Victim’s Committee for the Criminal Justice Section of the ABA, is a member of the Lenape Center’s MMIW Task Force, on the Board of Directors for StrongHearts Native Helpline, worked with Gwen Packard on helping to start the National Working Group on Safe Housing for American Indians and Alaska Natives, and is an adjunct instructor at the University of Miami teaching Native and Indigenous studies.

Before his January 2020 retirement from the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA), Jim Fogarty supported the PTS program in various managerial positions for 18 years, including: Chief, Programs and Acquisitions; and NGN PS Deputy Program Manager. Noteworthy achievements included conceiving and implementing the Service Provider Council for carriers and equipment manufacturers to work in a collaborative forum to ensure interoperability of NGN PS. Additionally, he chaired the Emergency Communications Executive Committee’s NGN Working Group that obtained endorsement for NGN PS user requirements for voice, video, and data. Throughout his career Jim Fogarty supported emergency operations where he deployed to assist in disaster response and recovery efforts. Jim was the communications, ESF2, liaison responsible for coordinating Wall Street recovery efforts following the terrorist attacks of 9/11. • Bruce Belt is currently the Priority Telecommunications Services area Representative (PAR) for the Cybersecurity and Infrastructure Security Agency’s Regions 1 and 2. He retired from DHS CISA in January 2022 where he worked as the Emergency Communications Coordinator (ECC) for Regions 3 and 9 for 8 years, after transferring from FEMA National Exercise Division. Prior to that he worked as a lead contractor supporting the National Communications Systems (NCS and precursor to the Emergency Communications Division) Training & Exercise Div. and Telecommunications Service Priority (TSP) program. He was the lead trainer for the development of the ESF-2 training and exercise program for NCS. Bruce is a retired Lt Colonel after a 23-year career as a US Army Signal Officer. He has a BA degree from Western Maryland College (now McDaniel).

Speaker Bio:

I am currently the President of Native Peacekeeper Consultant Group, LLC, and have dedicated my career to safeguarding and serving the Native American community. With over 30 years of Public Safety experience with the Seminole Tribe of Florida recently retiring as the Executive Director of Public Safety, I have been responsible for overseeing multiple departments, including the police chief, fire chief, and emergency manager. My focus on effective collaboration among these departments has maximized their collective potential to deliver superior services to the community.

As the Chief of Police, I led the police department in providing high-quality services to the community. I was responsible for implementing innovative strategies, policies, and programs aimed at enhancing public safety and reducing crime.

My experience in the gaming industry has given me insight into security and risk management for Tribal Gaming enterprises. My expertise in public safety has proven invaluable in helping to identify vulnerabilities and develop effective risk management strategies for Tribal Gaming operations.

I hold a Bachelor’s degree in Public Administration and a Master’s degree in Criminal Justice, specializing in Emergency Management. I am currently pursuing a doctorate degree at Saint Leo University, specializing in Homeland Security.

Leadership is a cornerstone of my career, with over 26 years of positional leadership roles. I have attended top law enforcement training programs across the country, including the FBI National Academy session 241, FBI LEEDA, Command Officers Development Course from the University of Louisville, and many other leadership courses.

I am also dedicated to sharing my expertise and knowledge with others. I have trained and mentored numerous law enforcement officers, firefighters, and emergency management personnel throughout my career. I am a certified instructor and regularly conduct training sessions on topics such as leadership, emergency preparedness, and community policing.

In addition to my work in public safety, I am actively involved in my community. I am a member of the International Police Chiefs Association, Florida Police Chiefs Association, FBINA Associates, FBILEEDA Associates, and National Native American Law Enforcement Association.

Overall, my commitment to the Native American community and public safety is unparalleled. With my focus on concierge community service and extensive experience in public safety, I am committed to helping Native American communities across the country.

Previously worked for the State of Illinois’ housing finance agency for over 20 years. Shelly worked for the Multifamily Department where she managed and administered the federal Low Income Housing Tax Credit (LIHTC) and State donation tax credit (STC) programs. She holds a Bachelor’s degree in Accounting from Governors State University, and an MBA in Real Estate Finance and Investment from DePaul University. She is active within the community and serves on the Advisory Boards of several New Market Tax Credit (NMTC) Community Development Entities (CDE’s): Enterprise Financial, Southside Community Optimal Redevelopment Enterprise (SCORE), Prestamo, and Community Hospitality Healthcare Services. In today’s podcast, we visit with Thelma Bowers, Outreach Specialist with The Florida Governor’s Council on Indian Affairs, Inc. is a non-profit, tax-exempt organization which operates the Employment & Training Program as a Workforce Innovation and Opportunity Act (WIOA) Native American grantee through the U.S. Department of Labor/Division of Indian and Native American Programs. The section 166 programs are designed to support employment and training activities in order to develop more fully the academic, occupational and literacy skills; make individuals more competitive in the workforce; and promote economic and social development in accordance with the goals and values of such communities. These programs are administered in a way that not only meet regulatory requirements, but also in ways that are consistent with the traditional cultural values and beliefs of the people they are designed to serve. In addition, they host the Florida Indian Youth Program (FIYP) annually for students between the ages of 14-19. The FIYP is an intensive away from home educational experience provided for Native American youth. During the two-week program, the students participate in educational, cultural and social events along with recreational activities. This program was designed to increase the rate of high school graduation and inspire the students to further academic achievement.

How Tribe’s or TDHE’s can be the borrower as well as how Tribes and TDHEs can use Section 184 Loans to develop rental housing or to build single-family homes (1-4 units) that are subsequently sold (or assumed) by eligible borrowers. Today’s talking points will cover: • Mortgage program specifically designed for Trust land • HUD 184 allows cost approach appraisals, which are used on tribal trust land. Shelters that are meant as “pop-ups” usually end up being used for much longer than intended, some beyond 20 years. Whether erecting a tent clinic or retrofitting a lobby, decisions we make now will have long term effects on institutions and communities.
