Candidates are lining up to be mayor in New West, Surrey and West Van. Vancouver council agrees to play nice, while Ken Sim wants to fund community centres and Major League Baseball without raising your taxes. The BC Government wants councils to be nicer to one another and give councillors parental leave. North Van says no to chlorine production and we look at Vancouver's drink history.

We mourn with everyone who lost friends and loved ones at the recent Lapu Lapu tragedy. In the coming months, we'll be sure to follow the ongoing political fallout of the failures that led to this event. In the meantime, support the Kapwa Strong fundraiser.

Looking back at the byelection, it should probably have been quite clear what was going to happen but few (besides Peter Meiszner) would have predicted Vancouver's elections to be run so poorly. Plus we have a trove of fundraising data from the 2024 annual reports and the VPD are in the news for all the wrong reasons.

At some point Brenda Locke should get tired of losing, but today is not that day. It does inspire us to think of Surrey as a grand collective delusion that we're all experiencing. Importantly though, voting isn't speech and the constitution still doesn't recognize municipalities.

In Vancouver, Council wants to keep property taxes low, there are squabbles at the Park Board but maybe we can sell off naming rights to our parks to solve our budget woes (spoiler: we can't). Ken Sim will continue to operate on vibes, however. Throughout that, Vancouver is behind on its housing targets but it has plenty of company from municipalities still grumbling about the province forcing them to upzone all residential zones.

George Harvie is still in hot water over travel expenditures, Port Moody mulled a lobbyist registry, Langley City is banning daycares and Coquitlam nearly banned joy.

And you should all go save the WISE Hall.

Elections BC has released the financial reports from the 2022 municipal elections and we can see how efficient each party's spending was. Meanwhile, the staff report from the Climate Emergency Action Plan is pretty bleak and ABC opted to slash the climate justice charter from its further implementation. This prompted a question of whether ABC is predetermining outcomes of council votes (probably), which is better than in New West where they just have too many votes.

Back in Vancouver, successful votes mean social housing near the Italian Cultural Centre and the end of the single use cup fee. It also means the end of the Stanley Park bike lane - at least until another round of consultations is completed on installing a permanent lane. Until then, feel free to join Critical Mass once again on the last Friday of every month.

The cops and nurses plan turns out to be just cops. Langley SkyTrain is on track. And Surrey homeowners will pay more but not 55% more.

And in schools, Vancouver removes a racists' name, Coquitlam students want pride events and Chilliwack residents want to ban books.

The final nominations are in and Vancouver is about to do its draw for the random ballot order. But some candidates, notably the entire NPA, wants to include non-Latin characters in their names.

Women Transforming Cities released a report card where most candidates seemingly endorse everything, even things they previously voted against--with a few notable exceptions.

The Vancouver Greens expel a candidate who sold their data to Progress Vancouver. And the NPA has a candidate who tells landlords to poop in their tenant's toilets.

Pitt Meadows, Port Coquitlam and Burnaby won't be having elections for Mayor. Read what Ian had to say to the Burnaby Beacon about that.

The NPA are for public safety while OneCity is for mental health response teams and ending homelessness.

Forward Together has the start of a housing plan, which is not as comprehensive as those we've previously discussed.

Forward is also facing criticism for an alleged fundraiser list. Frances Bula, as always, has more.

The wild summer lead up to the municipal elections continues!

John Coupar quits the race for mayor following another bad poll for him.

The Vancouver Plan passes, with plenty of amendments, including an amended amendment that drew the ire of Black Vancouverites.

A Kitsilano social housing complex also passed, also after 300 speakers. But the controversy played a part in the decision to quit by BC Housing's CEO.

We also know how little Port Coquitlam will save by leaving the LMLGA, which doesn't really explain why they left.

Dan Fumano exposes that Lululemon founder Chip Wilson is rallying BC's elite to stop socialism. There seems to be a connection between this new group and Views of Vancouver, who continue to spend significantly on ads in Vancouver.

Vancouver's Fire Chief ordered the urgent removal of tents along Hastings, which is already postponed.

Ken Sim backtracks on ABC's plan to abolish the Parks Board.

Your biweekly municipal politics podcast is back for its monthly episode.

Broadway passes and now we're into our next marathon public hearing, with another on the docket. It's so much they've postponed another until after the election.

In election news though, the VDLC has announced (most of) their endorsements, and Forward Together and the NPA have council slates. In Burnaby, a new challenger - for council - emerges. While in Coquitlam there will not be a byelection. And in Surrey, debates about flags.

Finally, the barge is being disassembled, as might some pristine farmland.

Can Vancouver square the circles of it's budget?

Staff have presented their budget to council calling for a 5% property tax hike, which translates to ten bucks a month for the average homeowner. And while many departments face cuts, the police think their increase is actually a decrease (math is hard) and want more. They need not fear though, because the mayor is not "anti-cop."

Mayor Kennedy Stewart is also eager to further raise your taxes to fund the climate plan, which he earlier killed a funding mechanism for. Maybe the rest will come from his deja vu housing plan.

Ken Sim also has a plan to address permit backlogs, which will totally not lead to abuse or staff revolt.

Vancouver looks at building more homes around Renfrew and Rupert SkyTrains, while Burnaby struggles with a few townhomes by BCIT. But things are brighter in Surrey - or at least they will be once staff sanitize their housing needs report.

Vancouver loves public hearings. A lot. So much that they've spent four meetings already discussing a proposal to streamline rentals along arterials. Unsurprisingly, those writing in opposition live in rich areas.

Vacancy controls are coming to SROs though with only one councillor opposed.

Laneway houses make neighbouring properties more affordable.

Surrey police referendum is a no go, as Elections BC laughs in their face. And the Mayor and RCMP continue to fight a war of words.

Two new candidates are putting their names forward for OneCity's council slate, including Bobo Eyrich and Ian Cromwell.

The new Vancouver Art Gallery scores a $100 million donation, which still leaves them hundreds of millions from their goal.

And the Park Board considers rebuilding two outdoor pools.

The Vancouver Plan is getting rave reviews despite only being at the survey stage (but do answer that survey).

North Shore mayors agree on transit.

The Province proposes changes to support development.

Local man wants to sue city over not being consulted enough.

And Pitt Meadows council is delayed by local anti-maskers, which seemingly includes one councillor.

We survived the federal election where nothing happened so we can turn our attention fully toward the upcoming municipal elections but first perhaps a byelection in Coquitlam.

The massive cull of coyotes in Stanley Park resulted in four coyotes being "lethally removed" as well as two arrests.

Vision announces a call for candidates, which draws up some interesting names but ultimately the party has been shunned by the VDLC.

Pop-up patios are now permanent in Vancouver, while new provincial money wants to make sure permitting delays are not.

City council is set to start meeting in a hybrid format following lobbying by Councillor Sarah Kirby-Yung. However, its advisory committees are back in person.

Vancouver's Mayor had a run in at a wine store, while Surrey's Mayor is mad about (possible?) SkyTrain construction delays.

Finally: Street cars remain cool, the carp are dying in Stanley Park and running for Coquitlam council is about to get incrementally harder.

It was hot out. Like really hot. Like you need to sit under a tree for some shade but the damn Park Board wouldn't open the park until they finally relented.

Meanwhile what do you do if you're mayor and you feel like you're not getting your way and COVID restrictions are lifting? You start a party! And accuse your opponents of being lurking Harperites.

The good news for those opponents though is their own polling has them in the lead, but mostly only if you include a bunch of extra options.

Meanwhile in Burnaby you can be elected to council if you can convince 3200 people to turn out for you, although you may be accused of being a lurking Conservative for your past ties to Liberals.

You don't need to worry about that in West Van and you want to be mayor though. Simply promise to run lots of expensive referendums while also cutting taxes and stopping growth in the village where the population is actually declining.

Back in Vancouver though some houses are actually going to be built, as council miraculously came to a unanimous vote.

And with that W on the board, maybe the city should swing for the fences.

Lots is happening for Vancouver's mayoral candidates. Kennedy Stewart is cleared of conflict of interest complaints but still faces a defamation suit from the NPA. Meanwhile, Mark Marissen and Ken Sim have dueling columns that both take aim at the mayor.

We have polls! First, Sutherland and Globalcon released a public poll in April; you can see the charts on our Twitter timeline. And we have our hands on internal polling from the Kennedy Stewart campaign.

On the climate front, council rejects staff recommendations to delay a ban on natural gas in new builds, which was allegedly supported by the natural gas lobby. Council did however agree to several other delays that would (hopefully) help clear the permitting backlog.

Despite that success, council was not able to reconcile competing motions that seek to ban leaf blowers in the city and they mired themselves in procedural shenanigans.

Then we take a little detour to learn about what it means to abstain as some councillors still seem confused and we look at whether the perfect is the enemy of the good.

On the reconciliation front, Richmond's mayor continues making excuses to not start council meetings with a territorial acknowledgement, while Vancouver mulls taking a racist's name off one of our streets.

Christine Boyle's nonprofit housing motion is defeated by an alliance of Greens and (ex-) NPA votes, who also teamed up to keep bikes off Commercial Drive pedestrian-first plans.

More details emerge about the Vancouver Model for drug decriminalization, as the mayor concedes they rushed the plans in case of a snap federal election.

The Park Board has helpfully highlighted the worst parts of its parks, which is where you'll be allowed to have a drink, soon.

New towers might come to the north end of the Burrard Bridge and a new park on the south end.

Christine Boyle wants 12-storey social housing to be allowed in Kitsilano, Mount Pleasant and Marpole, which is “an affront to democracy”.

Activists and drug users pan the proposed Vancouver Model of decriminalization.

The Vancouver and New Westminster school boards give cops the boot with various levels of vigour.

The province gives the absolutely all clear to the Park Board that it can allow drinking in parks, something New West is already doing and others are critical of the Mayor for not fighting harder for.

People who abstain from votes continue to lack a spine.

The NPA names three women to its Board, including one with some interesting tweets.

We will never know the alternative measures agreed to as part of a settlement for sexual assault allegations against Port Moody Mayor Rob Vagramov.

Vancouver has a new City Manager, new chief planner and Translink has a new CEO.

City of Vancouver staff presented a Climate Emergency Response Plan in response to council's declaration of a climate emergency. The plan pitches, among other things, congestion pricing and an end to free parking city-wide as steps to tackle emissions from vehicles in the city. For more, see Dan Fumano's article in the Vancouver Sun. Find OurTime Vancouver on Twitter.

City staff also presented a Covid-19 Economic and Community Recovery Program Progress Update with some numbers on the economic hit, which has led to consideration of a property tax hike of up to 12% needed to balance City of Vancouver's 2021 budget. Hopes for the province to fill that gap were dashed this week, leaving the Vancouver mayor 'gobsmacked'. Here's Justin McElroy with details on the province's municipal funding model.

Vancouver City Manager opposes council's plan to install new auditor general's office, although the motion ultimately passed unanimously as we were recording. The staff report is here.

Council also opted to defer discussion of a bid for 2030 Olympics as we discussed it. Read the motion here.

We start off discussing the court action aims to remove Vancouver city councillor Michael Wiebe from office before turning to council's split over mandatory masks.

Those splits are made apparent by an intrepid Reddit user who plotted councillors votes on the urbanist/left-right chart, which explains why Vancouver's mayor was ‘flabbergasted’ in housing plan defeat.

We then look at what we learned following BC Housing being ordered to reveal details of deal to sell Little Mountain lands to developer and we take staff's side on Vancouver council's decision to approve year-round free parking for veterans over city staff objections.

Finally, the Park Board killed Matthew's dreams of a new outdoor pool in Mount Pleasant.

The COVID-19 pandemic has meant that all in-class instruction has been cancelled indefinitely as we all heed that important advice from Chief Public Health Officer Dr Bonnie Henry to Stay home.

In this Community Conversations episode of Cambie Report, Tessa Vikander speaks with people directly affected by the school closures and the potential of online learning. First she talks with Christina Meyers, a parent to two school-aged children. Then she speaks to grade 12 students Elijah and Oren. These interviews were recorded last week on March 14 and 15.

A homelessness emergency

At the behest of Jean Swanson and Pete Fry, Vancouver declares a homelessness emergency in what was described as a watered down motion that lacks clear targets. Nevertheless the motion maintained a call for vacancy control, so we break down what that is and why some oppose the measure.

Vancouver Rape Relief, long criticized for its refusal to serve trans woman, has permanently lost funding from the City of Vancouver. The debates led to a cringeworthy moment as Councillor Colleen Hardwick asked the head of the City's LGBTQ2S+ Advisory Committee what sex they were assigned at birth (she later apologized for the question).

Ken Sim, who came within 1000 votes of becoming mayor, wants another crack at it and he may launch a new party to do it.

Indigenous youth occupied East Vancouver MLA Melanie Mark's office and secured a meeting with her over the ongoing Wet'suwet'en/Coastal GasLink standoff. Nevertheless, there's been a spate of serious anti-Indigenous racist violence in Vancouver.

Surrey is a step closer to replacing the RCMP with a municipal force as Wally Oppal signs off on the city's plan and sets the stage for the creation of a Surrey Police Board. Will the city use this opportunity to create a truly responsive community police force or will it simply replicate the institutional structures that are widely criticized in other municipalities.

And pigeons are back in the news in the District of North Vancouver as the council receives an independent report on the topic and a majority of councillors express their willingness to reconsider the ban on keeping pigeons in your backyard.

Finally, our Vancouveratta looks at how False Creek was filled in and one of the few times the City wasn't as racist as it could've been.

Community Conversations: Vancouver's LGBTQ2S+ Advisory Committee

In our first Community Conversation, Tessa Vikander speaks to Brooklyn Fowler and Linnea Strom from the City of Vancouver's LBGTQ2S+ Advisory Committee. The mandate of the LGBTQ2+ Committee is to advise Council and staff on enhancing access and inclusion for lesbian, gay, bisexual, transgender, two-spirit and queer communities to fully participate in City services and civic life.

The committee is currently working on an anti-hate policy that will guide the city on how to create spaces and events that protect marginalized groups from hate and discrimination.

The conversation also touches on the recent news that the Vancouver Public Library has once again green-lit a talk by Meghan Murphy. Patrick Condon and Ken Clement both announced they're not intending to run this year following health issues. The Vancouver & District Labour Council released it's endorsements for the upcoming election. ResearchCo has a new poll showing Ken Sim and Kennedy Stewart in a statistical tie in the race for mayor.

Over in Burnaby, the city looks set to take a radical turn from its demoviction approach and will instead become the first BC municipality to enact rental-only zoning. The race may still be tough for incumbent mayor Derek Corrigan as Burnaby Green Joe Keithley drops out of the mayoral race to endorse challenger Mike Hurley.

Finally, in Surrey Rich Coleman backs out of the mayoral race while former mayor Doug McCallum announces his return to civic politics. McCallum's first priority would be to scrap the Surrey LRT while the left-wing Proudly Surrey would see the city leave TransLink. It's all enough to drive Matthew Naylor into a pro-transit rant.

After the break, we're joined by Gordon Price and Sandy James, co-editors of the Price Tags municipal affairs website. Gordon Price was a six-term city councillor and director of The City Program at SFU. Sandy James is a city planner and director of Walk Metro Vancouver. We talk to Gordon and Sandy about rezoning, walkability and bike lanes.

Raymond Louie becomes the latest Vision Vancouver councillor to announce his plans not to run for reelection, leaving Heather Deal as the sole remaining Vision councillor seeking re-election.

The BC Civil Liberties Association and Union of BC Indian Chiefs launched a complaint against the Vancouver Police Department following reports of street checks disproportionately targeting black and indigenous communities. Here's the Daily Xtra article Matthew mentioned.

And we take a look at the newly released Vancouver housing strategy.

In a surprising result, Ken Sim won the NPA mayoral nomination defeating sitting Park Board Commissioner John Coupar and populist Glen Chernen. We break down who Sim is, what this means for the NPA and where Chernen may end up.

Then we discuss a mixer held by the Bremner team on the day after and try to read the tea leaves about who was there and what it means.

On the progressive side, the VDLC has reached agreements with the various parties and it's somewhat of a mess. We try to sort out what happened and why pretty much everyone is disappointed (which might mean it's a good compromise).

We wanted to get this out right away as this is shocking news that suggests a very divided field going into this fall's municipal election.

Burnaby South NDP MP Kennedy Stewart announced this afternoon that he'll be resigning as a Member of Parliament and is launching an independent bid for Mayor of Vancouver. Stewart is hoping progressive parties will line up behind him and support his bid. Ian and Matthew were there at his press conference to record his introductory remarks and ask a few questions.

Ian then spoke with ResearchCo pollster Mario Canseco about the state of the increasingly fractured Vancouver mayoral race and a couple of his latest releases.

Vancouver's progressive parties jockeyed in advance of the Vancouver District & Labour Council's meetings to try to reach a unity consensus. Ian reports from Jean Swanson's The City We Need platform launch and Patrick reports from the Crossroads conference where he spoke with mayoral hopefuls Shauna Sylvester and Kennedy Stewart.

Then we take a preliminary crack at the state of the NPA race - hours before the entire thing fell apart. Nevertheless we presciently discussed what the possible ramifications of a premature end to Hector Bremner's NPA mayoral bid might be.

Finally, we touch on the School Tax revolt, changes to the city's liquor laws, some local podcast recommendations (SOLD! and Metro Conversations) and how you can work on the Vancouver election.
